Water scarcity and water resource depletion within the Republican River watershed has been a source of regional tension between Kansas, Nebraska, and Colorado for decades, not unlike other interstate conflicts over water resources, particularly in the Western United States. When Kansas sued Nebraska in 1998 it elevated the situation to a point where it became less amicable and permeated regional consciousness. Previous research regarding the Republican River and Kansas vs. Nebraska has primarily focused on physical characteristics in the basin, like the river's capacity, stream flow, and groundwater depletion rates.

520 $a The objective of my research is to evaluate the perspectives of people living in the Republican River Basin, and on different sides of the border, through interview questioning in order to explore the similarities and/or differences in their opinions. Individuals from Kansas and Nebraska were interviewed over the phone using an open-ended questionnaire. The interview responses were sorted and analyzed for themes, similarities and discrepancies.
520 $a Based on the interviews, the stakeholders living within the Republican River Basin, on both sides of the border, believe that Nebraska and Kansas have on different occasions been cooperative and at other times worked against each other. Some felt immediate impacts from the court case and others said they have not felt any yet, but can foresee changes coming their way. Whether these changes have had a positive or negative effect on the stakeholders depends on their occupation. Overall, based on this research, dispute settlement through the compact and court system is not meeting the stakeholders' needs at this time. The most frequent comments I heard pertained to fairness.
520 $a I was surprised at how willing, and truly ready, those living in the Republican River Basin are to work together and find a solution to their water scarcity issues. Traditionally on the Great Plains there has been an attitude of the mind that humans can conquer Mother Nature by conquering the land and using the resources at will. Using natural resources preserves a way of life, but we must also conserve our natural resources in order to preserve that way of life; a Catch-22 if I ever saw one. That is why, regardless of readiness to cooperate over the Republican River, conflict over scarce water supplies will always be a familiar theme in the Great Plains.
