This thesis examines the role of the EU as a modern peacekeeper, and whether or not it can be described as such. To do this, the first chapter describes the main elements which are necessary for a modern peacekeeper to possess. The following chapter then explains the development of foreign and defence policies of the EU, up until today when the EU launches its own autonomous peacekeeping missions. Chapter two also describes the institutions relating to the ESDP (European Security and Defence Policy), under which EU peacekeeping missions are launched, as well as the processes of launching, carrying out and terminating an EU peacekeeping mission, and of its financing mechanisms.

520 $a Chapter three then goes on to analyse in detail three case studies of EU peacekeeping missions, which have already been completed. One of each of the types of EU peacekeeping operations is chosen for this purpose---a mixed civilian/military mission, a civilian mission, and a military mission. These three case studies are each analysed based on the criteria identified in the first chapter as being necessary for an actor to possess to be called a modern peacekeeping actor. The aim of doing this is to identify whether or not the EU can be called a modern-day peacekeeping power, based on some of its recent peacekeeping activities. Chapter four carries out a comparative analysis of the three case studies in the third chapter, and chapter five then draws a final conclusion, answering the thesis question of whether or not the EU is a modern peacekeeping power.
