Although there are many programs that concentrate on reducing the overall rate of teen pregnancy, there are few programs designed to assist teen parents. The purpose of this study was to determine how and to what extent three teen parenting programs in Alabama met the needs of teen parents with a positive environment and assisted them in completing high school. It was the expectation of this study to provide data that might be valuable and applicable to other school districts and/or communities considering teen parent programs. It was an additional purpose of this study to gather data related to the issues and needs of the students in teen parenting programs.

A qualitative research design was used for this study. Using a case study method, teen parent organizations within three Alabama school districts were studied. A multiple case study was appropriate because it best addressed the research questions and provided the methodology to capture the rich descriptions and human elements so critical to the programs. The school districts were chosen utilizing purposive sampling, through which the researcher intentionally selected three teen parent programs to study. Data collection for this study consisted of interviews, focus groups, and document review.

A qualitative thematic analysis was utilized to address the research questions proposed in the study. The themes created a lens that helped to address the educational, social, and political issues that affect the quality of school-based or community-based programs for pregnant and parenting students. Applying these themes, the findings from this study revealed that teen parent programs strive to meet the educational and parenting needs of pregnant and parenting students, but various issues hinder the provision of a total program of services. Some of those issues include, but are not limited to, funding, lack of sufficient data, and academic counseling. The findings raised many additional questions related to the access, quality, educational opportunities, funding resources, and Title IX compliance regarding the services made available to pregnant and parenting students in school-based or community-based teen parent programs.

This study is significant because it can have an impact on the education of pregnant and parenting students and an impact on educational policy regarding the services provided to this at-risk group. This study is also significant in that it revealed the real life experiences of individuals involved with teen parent programs in Alabama, thus allowing them to have some influence on the policies that affect their lives and the lives of their children.
