This dissertation offers an explanation for the underdevelopment of the rural economy of Iran prior to the 1962 land reform. With a historical approach to the cause of surplus extraction and consequent underdevelopment of rural Iran the dissertation examines current studies on the pre-capitalist agrarian structures in Iran. While most studies concerned with pre-capitalist formations in the East and in Iran use either the Asiatic model or the western feudal model or the notion of low-productivity to explain underdevelopment in rural areas, this study reveals that these conditions are really a consequence of surplus extraction. The inability of these other models to explain these rural programs is a consequence of their attribution of uniform pre-capitalist formations in Iran through time. This dissertation takes a different direction by trying to identify whether or not the pre-capitalist formations were diverse or uniform.

The Asiatic model requires that the state be viewed as an absolute political power; this study, however, indicates that the state as a political superstructure in pre-capitalist Iran had serious limitations in its power, especially in rural areas. As a result, the class structure is used to replace the state in the analysis of pre-capitalist agrarian structures. In addition, a review of urban-rural relations through an analysis of class structure focussing on the rise of absentee landlords is presented.

The final point of this dissertation is that the absentee landlords, as the dominant classes, extracted surplus through engagement in sharecropping, the traditional method for harvesting and crop division between landlords and the peasantry in Iran.
