Culture and Creativity have become buzzwords for social and economic urban regeneration, particularly with the popularity of Richard Florida's "Creative Class" argument, linking a vibrant, cosmopolitan cultural scene to a city's ability to attract affluent knowledge workers. Despite accumulating arguments against culture-led revitalization schemes, their popularity has spread from the metropolitan centres which inspired them, to smaller cities with very different challenges. This thesis explores the social implications of this trend for the small, northern, industrial Canadian city by examining Sudbury's 2006 Arts and Culture Charter and Strategy and the tensions surrounding the proposed construction of a performing arts centre -- a symbol of the city's new Creative brand. By identifying a clear conflict between a perceived "southern" and elite vision for the city and "northern" and working class conceptions of Sudbury, I argue that Sudbury's Creative agenda not only ignores issues of social polarization, but highlights them.
