The framework for this study is participatory research in the hermeneutic tradition. The purpose is to create a vision for Taiwan's education in the twenty-first century. This vision is expressed concretely as an educational policy. Such a vision emerges from a dialogue with leaders of education, business, and government. In the process, this study explores the nature of an effective leader who can help to move Taiwan from the present state to a better future.

The study raises issues concerning the role of Taiwan in international leadership. Agility, defined as the ability to thrive in an environment of continual and unanticipated change, is required of companies and countries that aspire to lead. The research addresses the problem of education and potential Taiwanese leadership status in the global society of the twenty-first century.

Leadership is the pivotal force behind successful organizations. Effective leadership provides a means to shepherd organizations through a transforming change process. The section on relationships among education, business, and government explores the building of a relationship that is fundamental to motivate both organizations and individuals. Building such a relationship is dependent on a willingness to communicate. Communicative competence proposed by J. Habermas generates a prospective communication model for leaders, and communicative action is a medium for coordinating actions in organizations.
