The Foster Care Independence Act of 1999 (PL106-169) emphasized the need to provide youth exiting foster care with opportunities to acquire skills for independent living and successful transition from foster care. This qualitative study investigated the experiences, feelings, and perceptions of eight former foster care youth about the independent living program services they received and how the program helped them in their transition to independent living. Erikson's perspective on adolescent development provided the conceptual framework that guided the research. Using content analysis, data from in-depth interviews, organized into themes, represented the participants' experiences and feelings about the services they received from the independent living program. With one exception, the participants reported that the program did not provide the skills they needed to transition to independent living. Specifically, program trainers failed to include (a) "hands-on" approaches to ensure that the youth acquired the necessary skills to perform essential tasks, such as job search, managing finances, and securing housing; and (b) foster parents themselves as program trainers to teach such skills. Despite these limitations, the resilience of the former foster care youth in transcending the deficits of the programs was a positive outcome. Implications for social change include recognition of continuing education, training, and foster parent support as necessary, to enable youth assume the responsibilities of adulthood and successfully manage their affairs as independent adults. The moral responsibilities of service providers are to (a) evaluate their programs in keeping with the ongoing and changing needs of youth emancipating from foster care and (b) maintain program relevance to meet those needs.
