This study explores three nonprofit organizations in Orange County, California that provide services to undocumented immigrants despite opposition from anti-immigrant activists. How do they provide these services despite this opposition? This study finds that threats from the anti-immigrant movement are one of the many challenges that these organizations face. Nonprofit organizations operate in a complex environment. Therefore, they must prioritize their threats. Basic organization survival is their primary concern. Once survival has been ensured, the organizations seek to establish a service provision logic to guide their operations. The decisions made to address these two concerns then influence how the organizations respond to other environmental threats, such as the anti-immigrant movement.

The three organizations in this study have all taken similar steps to ensure basic organization survival. They are developing bureaucratic, professional organizational structures in order to increase their credibility and legitimacy, provide quality services in an efficient manner, and garner support. They are also developing cohesive organizational cultures that provide a strong base of external support, and they are framing their undocumented clients as deserving residents worthy of assistance.

Each one, on the other hand, has developed a distinct service provision logic. One has developed an organization-centered logic that gives priority to organization order, maintenance, and survival. A second has developed a client-centered logic, meaning it provides individualized services to educate and empower each client. The third organization has developed a community-centered logic. Each individual is empowered in hopes that she will work to rebuild the community from within.

These different logics lead to different responses to the anti-immigrant movement. The organization-centered logic does not distinguish between documented and undocumented clients. Therefore, it does not provide any special services for the undocumented. The other two organizations, seeking to empower their clients, take additional steps to accommodate their undocumented clients.

Environmental threats are prioritized with organization survival and service at the top. Therefore, how an organization manages to serve its undocumented immigrants despite the presence of a strong anti-immigrant opposition, depends on the prior steps taken to ensure organizational survival and to establish a service provision logic.
