Safety and economic development are goals claimed by most communities. However, safety is not strongly emphasized until damaging events take place. In contrast, economic development is typically considered as a priority. Using the theoretical frameworks of conflict theory and system dynamics, this study examined how the levels of safety and economic development change over time depending on public and private sector involvement in those issues.

The research used a case study design. An Illinois community close to the mean in population for the Census Bureau's small to medium category was selected as a test community. Archival data were gathered and semi-structured interviews were conducted with key informants from local government and nonprofit organizations involved in safety and economic development. A system dynamics model representing how the intended and actual levels of safety and economic development were interrelated over time was developed. Hypotheses were tested and several policy tests were also conducted.

Over the baseline period the level of safety decreased, while economic development increased. The baseline results also revealed a huge gap between the intended and actual levels of safety, while the gap in economic development was narrow. Consistent with conflict theory, the empirical relationship between the actual levels of safety and economic development had an inverse relationship over the baseline time horizon, but over a 30-year extrapolated period this relationship shifted from an inverse to a positive relationship. Numerous policy tests suggested that multiple policy adjustments are necessary to achieve sustainable increase in both safety and economic development.

The existence of a positive relationship between safety and economic development has policy and practice implications. It opens up the possibility for cooperation between the stakeholders of safety and economic development. A high level of collaboration between private and public sectors is believed to be necessary for achievement of community goals. The results suggest better ways of understanding the dynamic relationship between safety and economic development over time. The study demonstrates that feedback loops, time delays, and non-linearity are essential to understand the relationship. Distinguishing between public and private goods helps explain the positive correlation between safety and economic development.
