Understanding the behavior of government and higher education systems contributes to the body of knowledge that has emerged over the last several years on state policy choices. This study shed light on a crucial public policy choice that state higher education systems and their governments make---the extent to which legislatures, governing boards and institutions become involved in public policy relating to the ability and authority of the higher education institution to raise tuition revenue. The study utilized event history analysis to explore a longitudinal dataset of "state-year" unit records of all 50 states from 1984-2003 across a range of independent variables.

The results indicated that governance structure and the presence of a statewide scholarship program impact the likelihood that a state will adopt policy that alters the tuition setting authority arrangement. Additionally, the behavior of regional neighbors---diffusion---was found to negatively impact the likelihood that a state would adopt a tuition centralization policy. An increase in the proportion of Republicans in the state legislature increased the propensity of a state to adopt a tuition centralization policy. Greater per-capita incomes were found to increase the likelihood that a state would adopt a tuition decentralization policy. Further investigation found evidence that the impacts of governance structure and the proportion of a state legislature that is Republican were pronounced during specific time periods. An analysis of the model results, appropriate diagnostic techniques, alternate variable specifications and predicted hazard rates yielded a comprehensive body of evidence about the conditions in which states alter tuition setting authority.
