Call centers and modem banks play very important roles in our information economy. Usually, if the system is full and has no buffer (modem banks) or the buffer is full (call centers) when a call arrives, the call is assumed to go away and not return. Two issues are discussed in this dissertation: (i) the sensitivity of multiserver retrial queue models to the retrial and service time distributions, and (ii) the optimal design problem for aggregating regional modem banks (called the superPoP problem). We studied these problems in the context of dial-up Internet Service Providers (ISPs).

Usually the service duration and retrial time are assumed to be Exponentially distributed, with no assurance that the resulting performance estimate is near what will happen with the real distributions. We studied the effects of variability using phase-type service and retrial distributions in both the regular retrial queue model and the priority retrial queue model. In addition, revisit and time-dependent retrial queue model are also discussed.

We also heuristically solved the SuperPoP design problem for ISP by finding the optimal number of modems and leased third party circuits according to the cost of device and required blocking probability target. A loss network model is used to find the optimal solution. The approximated solution is obtained by using Erlang independent system and the two results are compared.
