Dog overpopulation is the most serious problem involving animals in Taiwan. Three epidemiologic studies were conducted to address this pressing problem. The first study was a retrospective cohort study to investigate potential risk factors for unsuccessful dog ownership in Taiwan. The second study was a cross-sectional study to learn about Taiwanese recognition, compliance and perceptions of the Animal Protection Law and animal shelters in Taiwan. The third study was a blinded randomized controlled trial to evaluate an educational intervention on responsible dog ownership.

The findings from the first study suggest that many unsuccessful dog ownerships in Taiwan are preventable by better preparing high risk prospective dog owners before acquiring dogs or targeting them soon after they acquire a pet; educating new dog owners about appropriate training; and, correcting misconceptions related to the canine reproduction and sterilization. The second study demonstrates a general lack of adequate knowledge about the requirements in the Animal Protection Law and a severe underutilization of animal shelters among Taiwanese. Educating the public, and dog owners in particular, about the law and improving enforcement of the law are necessary for the Animal Protection Law to have the fullest effect. Also, improving the quality of the animal shelters should be the first step in order to re-gain the confidence of the public and to encourage them to use the shelters.

The educational intervention proposed in the third study did not seem to be an efficient way to alter the dog owners' decisions to sterilize or retain their dogs. The important role of veterinarians in educating dog owners about responsible ownership is recognized in this dissertation. Getting the veterinary profession involved in developing, evaluating, and distributing educational programs emphasizing dog training and sterilization is warranted.
