Per pupil expenditure on education in the United States have grown immensely over the past several decades, yet student achievement has been stagnant. An enormous amount of research has been undertaken in an attempt to solve this enigma. Much of the recent research has centered on the incentive structure facing school administrators. This dissertation seeks to add to the current research by analyzing three aspects of the current incentive structure: (i) whether competition amongst public schools influences the efficiency of public schools; (ii) how institutional arrangements affect the distribution of student achievement; (iii) whether institutional arrangements have an indirect effect on student achievement, via their impact on efficiency. The findings include: (i) public school districts become more efficient as neighboring districts become more efficient, but only if districts operate within a financially flexible environment; (ii) institutional arrangements can have large effects on student achievement and this association is far from uniform across the distribution of student test scores; (iii) institutional arrangements can also impact technical efficiency in schooling.
