This qualitative study seeks to identify successes and challenges within the multicultural services sector---services include ESL classes, settlement services, parenting programs, and employment programs---as well as some comparison between evaluation activities performed by different employee, consultant, and/or volunteer positions. This study seeks to contribute to the small but growing body of knowledge regarding internal evaluation within multicultural social service agencies.

Agencies and individuals were chosen for participation based on their involvement in programs funded by federal/provincial multicultural initiatives and aboriginal agencies. Aboriginal agencies were included due to the diversity of First Nations culture and the need for culturally relevant evaluation practices for aboriginal services. Agencies providing services to multicultural populations, who receive funding from other initiatives were not included.

This is a qualitative study using face-to-face interviews and appreciative inquiry questions. The sample was relatively representative of different positions within agencies; however it was more heavily weighted with Executive Directors and Board Members.

Some of the findings are: (1) the limitations of written surveys to gather meaningful feedback from multicultural populations; (2) the importance of stakeholder involvement in evaluation design; (3) the relationship between stakeholder involvement and evaluation outcome; and (4) the need for sufficient resources to conduct meaningful evaluations. One implication from the research is that continued dependence on ineffective or inaccurate methods could have serious negative impacts on the match between client needs and available services.
