This study examines the nature, magnitude and uses of commercial revenue streams in New York State public school districts. In general, commercial revenue streams are generated when districts enter into a relationship with a business that provides that business access to students in exchange for some type of fiscal or in-kind resource (e.g. money, goods, or services). Public school administrators are often attracted to these commercial relationships for help in providing students a high quality education. In an effort to balance the educational and financial demands placed on them, a growing number of districts are seeking alternative revenue sources, including those generated from commercial activities (GAO, 2000).

The marriage between commercial entities and public schools relies on the interest of both the public schools and the commercial entities. Companies see school-based marketing as a compelling means to reach potential consumers. According to Thompson (2000), the largest market segment in the country is made up of those born since 1979, now approaching 84 million. This group spends up to 30 hours per week in school and has tremendous purchasing power and influence. Therefore, the race is on for companies to get into the public school system where they can establish brand loyalty with young consumers before their competitor does.

There is a growing concern about the impact these activities are having on the educational system and more importantly the students. Some argue that commercialism promotes consumerism, corrupts instruction, undermines school governance, raises ethical issues, undermines student privacy rights, often promotes unhealthy products, and supplants traditional revenue sources.

There is surprisingly little research that focuses on the nature, magnitude and use of commercial revenue streams in public schools. This study surveys school business officials in each of the New York State school districts. This study has helped to determine how many programs exist, how many schools use them, how they are being used, and if they are distributed equitably among school districts in New York State. My intention was to provide answers to several policy relevant questions as well as to provoke further interest in this nontraditional revenue source.
