In the early 1940s, a modern juvenile justice system was set up in Nigeria that centered on the city of Lagos. The juvenile justice system created new categories of juvenile crime as well as new institutions and procedures for the reform of problem juveniles. This study examines the early years of the Lagos juvenile justice system through the prism of the experiences of girl hawkers. Hawking, a highly feminized juvenile occupation, was made a juvenile offense in Lagos in 1943. Using chiefly archival, media, and oral sources, this study follows the criminalization of girl hawkers from the mid-1920 when they first attracted the negative attention of elite Nigerian women in Lagos, through the 1930s and 1940s when the girl hawker problem garnered the attention of the colonial state, into the mid-1950s when girl hawkers lost the attention of both the post-colonial state and post-colonial elites. This study examines the history of the criminalization of girl hawkers in Lagos as a means for historicizing conceptualizations of girlhood, and childhood more broadly, in an urban African society.
