520 $a The use of MCDA techniques, such as AHP and ANP is proposed to solve this problem.
520 $a To achieve this objective the following activities have been carried out: (1) Review of the legal standpoint related to public contracting. This revision includes the Spanish legislation, the reports of Consultative Board for Contracting Awards, the European Directives and the judgments of the Court of Justice of the European Communities. (2) Analysis of 73 real bidding's contract documents. (3) Literature review to identify the criteria for the contractors selection in works projects. (4) Proposal of a list with 94 criteria. (5) Construction of a hierarchical model and a network one to analyse the problem. (6) Proposal of a solution when working with very complex network (ANP) models. (7) Proposal of a ANP method variant in order to avoid the renormalization of the weighted supermatrix. (8) Proposal a simplified model with 21 criteria. Application to two real cases. (9) Analysis and comparison of the results obtained with both techniques and their variants.
