This study is aimed at evaluating the reliability of steel moment resisting frames designed according to the seismic provisions stipulated in 1995 version and 2005 version of the National Building Code of Canada. For the evaluation, a series of steel moment resisting frames ranging from 3-storey to 10-storey to be located in western Canada is designed based on the codes. It was noted that the design of these frames are governed by the drift criteria rather than the strength criteria.

Both the nonlinear static pushover analysis and the incremental dynamic analysis are employed to assess the strength or capacity curve of the structural systems. The use of the former is justified to be a popular tool to evaluate the seismic performance of a new design; the use of the latter could characterize detailed dynamic behaviour of the structure. Further, since the material properties and geometric variables of designed structures are uncertain; these uncertainties are taken into account using simple simulation technique for evaluating the capacity curves and for developing probabilistic models of the capacity curves. The statistical analysis of the capacity curves of the designed frames suggest that the capacity curves obtained by using the static pushover analysis could be used to approximate those obtained by the incremental dynamic analysis. This indicates that the use of the capacity curves obtained from the nonlinear static pushover analysis could be considered sufficient accurate for practical applications. The results also indicate that the statistics of the capacity curve is not sensitive to the correlation among the material properties and geometric variables of different structural members.

By adopting these developed probabilistic models of the capacity curves which are approximated by a bilinear system and incorporating the probabilistic seismic hazard model description, the reliability analysis of the designed frames is carried out. For the analysis, both the incipient damage and incipient collapse limit states are considered. The results of the reliability analysis indicate that the reliabilities of frames designed based on the newer version of the code are higher than those based on the older version of the code. However, in all cases, the reliability of the frames designed according to the in seismic provisions in both versions of the codes for the incipient collapse is lower than the target reliability level employed to calibrate the design environmental loads suggested in the newer version of the code. Therefore, if a reliability-consistent design philosophy is adopted for the code for different load effects, new seismic provisions must be developed or calibrated.
