This dissertation examines the Asian Institute of Technology (AIT) as an example of a model regional university. The region which makes up the Association of Southeast Asian Nations (ASEAN) and Myanmar, Cambodia and Laos is considered as an area which has institutions committed to promoting regional educational cooperation. The descriptive research design employed makes use of survey instruments, extensive interviews and content analyses.

The Dependency, Counter Dependency and World System theoretical models contribute to the framework of the study. The extent to which AIT exhibits the characteristics of a Counter Dependency theoretical model as it relates to education is examined. These characteristics include: (1) providing instruction which is relevant to the developing region in which AIT exists; (2) encouraging regional cooperation and collaboration between developing nations in order to strengthen the relationships between institutions and agencies within the region; and (3) drawing on the talents and expertise of local academics and specialists who have research interests and experience within Southeast Asia.

The results indicate that AIT does exhibit the characteristics of a Counter Educational Dependency model with the following patterns noted: (1) AIT is in a process of redefining the role the Institute will continue to play in the regional development of Southeast Asia; (2) AIT can better address regional education needs if more flexibility and innovation are employed in the design and implementation of the Institute's educational activities; and, (3) although a large percentage of the faculty body at AIT represents local academics and specialists, the need for increased use of local expertise to maintain the focus of contextual applicability and practicality of the Institute's instruction while aiding in the capacity building of regional organizations and industry is apparent.

The results of this study are pertinent as the Institute plans for its involvement in development in the Southeast Asian region during the next century. Secondly, the results of this study will provide educators and policy administrators with a reliable evaluative analysis of a regional university model such that informed planning and implementation decisions regarding the use of the regional university model can be made in the future.
