This research was a mixed methodology using Delphi technique sequentially with cluster analysis. The purpose of this study was to explore the structure and relationship requirements for building, adapting, and sustaining cross-sectoral synergistic alliances that included community colleges, rural community stakeholders, and local rural businesses/industries. The specific focus was to determine the strategies, resources, and organizational infrastructure that promoted these "strategic partnerships" to develop and sustain over time in meeting the needs of the community. The needs include community development, workforce development, and economic development in rural communities.

(b) How do you adapt and sustain cross-sectoral alliances that are responsive to community needs? (c) Why are long-term rural cross-sectoral alliances difficult to develop and sustain through changes? (d) What are potential strategies to develop for sustainability that are appropriate for cross-sectoral alliances? The potential benefits to the collective will include strategies and tacit resources for workforce, community, and economic development.
