Temporarily obsolete abandoned derelict sites (TOADS) can be the community equivalent of a disease, afflicting adjacent properties and impairing neighborhood property values (Greenberg, Popper, and West 1990). The more narrow and more severe land use classification is the high-impact TOADS (HI-TOADS) which have deleterious impacts on property values more than ¼ mile away (i.e. abandoned junkyards, mills, or rail yards) (Greenberg et al. 2000).Subjects--Topical Terms:

In this study, I asked: (1) Among large U.S. cities, which are relatively likely to have neighborhoods with HI-TOADS? (2) Do local planners recognize HI-TOADS as a problem in the neighborhoods of their cities? (3) Of those cities which acknowledge HI-TOADS as a problem, what policies do they use to address them? (4) How successful are those policies? I answered the first question through a multivariate statistical analysis of Census data to arrive at a list of twenty U.S. cities relatively likely to have neighborhoods with HI-TOADS. Next, I conducted telephone interviews with local officials in those twenty cities in order to answer the second, third, and fourth research questions. Lastly, I conducted case studies in Trenton (New Jersey), Pittsburgh (Pennsylvania), and New Bedford (Massachusetts), all cities which the interviews revealed are engaged in innovative approaches to addressing HI-TOADS.

The officials I spoke with in the telephone interviews were fairly uniform in saying that they used economic development and site work policy tools to address HI-TOADS. Roughly half said they used zoning, planning, and condemnation policies. In the case studies, I found that Pittsburgh prioritized HI-TOADS efforts based on a mix of smart growth and community development priorities, Trenton's efforts were motivated more by a larger land use planning framework, and New Bedford's efforts were almost entirely driven by community concerns.

Policy implications of the research suggest the importance of community development as a viable option for distressed cities, the value of early warning systems for preventing the deterioration of historic structures, an increased role for local governments in the protection and maintenance of abandoned properties, and the potential of a hazard ranking tool for helping local governments more objectively prioritize HI-TOADS for reuse and redevelopment.
