The purpose of this study was to complete an analysis of Proposition 63 and the subsequently established Mental Health Services Act of 2005 in California. The analysis was facilitated using David Gil's Unravelling Social Policy. The theme throughout the literature is that the mental health system is fragmented both on a national and state level. The Community Mental Health Centers Act of 1963 is identified as the first major move toward deinstitutionalization and the treatment of individuals with a mental illness in their communities.
