Money. Some have it, everyone wants it, and regardless of whether a district is rich or poor, it is always an issue. The cost of education is a common budgetary complaint and one of the first government extensions threatened to be excised when budgets are overcommitted. Prior research has suggested that the ownership and management of assets can benefit schools and school systems. It has been suggested that Metropolitan Nashville Public School (MNPS) property can be structured to benefit MNPS financially (Heyneman, 2007). This study examines historic asset ownership by educational systems as well as current MNPS and Tennessee asset ownership and management processes and possible alternatives both within the existing legal framework and with reasonable changes to current law.
