First I build a two-stage education model to study the effects of public resource allocation policies. With a fixed size of public resource, the allocation across education stages has profound impacts. Basic education should always be funded sufficiently, yet the optimal funding for advanced education depends on the development stage of the economy and the size of total resources. Basic education leads to redistribution from top to bottom, while advanced education may redistribute from bottom to top. For an economy at its early development stage, focusing on basic education for a sufficiently long duration is the only way out of polarization and low aggregate efficiency.

Next I conduct an empirical analysis of how students' existing human capital from one stage of education improves their learning efficiency at a higher stage. Since unobservable factors affecting education outcomes at one stage may correlate with those at another stage, the instrumental variable approach is used for estimation consistency. I find that better academic performance in high school leads to higher final degrees after post-secondary education. Hence besides the direct effect at the intended stage, an education program also has the indirect effect at subsequent stages. Conventional program evaluation ignoring the indirect effect may have misleading policy implications.

Last I use similar econometric techniques to analyze this issue in early childhood development. I find that children with better cognitive development before kindergarten learn more from the two years of schooling at kindergarten and the first grade, and this effect is bigger for children from better family background. Thus taking the long term indirect effect into account, early intervention programs should be preferred to later remedial programs.
