520 $a The first two chapters evaluate an experiment in which food stamp vouchers were replaced with an equal amount of cash. Chapter one evaluates the costs and benefits associated with the policy on the program participants who are distorted---that is, who want to spend less on food than their food stamps are worth. I estimate the dead-weight loss associated with paying food assistance in-kind to be approximately 3 percent of the total spending on food stamp benefits. I find minimal decline in food consumption from replacing vouchers with cash, and the decline is concentrated in goods like juice and soda with low nutritional value, so there is no measurable negative effect on nutrient intake.
520 $a Chapter two tests the effects of the policy shift on inframarginal program participants. Some theories of household bargaining imply that, in multi-adult households, replacing food stamps with cash would result in a decline in spending on "household public goods," such as food and goods consumed by children. I find no support for an intra-household bargaining model in lieu of the standard economic model.
520 $a Chapters three and four, joint work with Alan Krueger, provide long-term follow-up analysis of schoolchildren who were randomly assigned to a small class (13--17 students) from kindergarten through third grade. In fourth grade, all students returned to normal-sized classes. In chapter three, we find that score gains on standardized tests persist through middle school for students who had been assigned to a small class. We also find that small classes in the early grades are associated with an increased likelihood of taking a college-entrance exam, especially among minority students, and somewhat higher test scores. Chapter four updates and extends the work, with particular attention to differential effects of small classes by race. We find that black students gain 2--3 times as much as white students do in scores and test-taking rates. As a result, if all students were in small classes in the early grades, the black-white test-taking gap for college entrance exams would be reduced by 60 percent.
