Community Indicator Programs (CIPs) have an influential role in local and regional public policy development. The purpose of this research was to examine the relationship between citizen participation and indicators measured by quality-of-life CIPs in the country's largest metropolitan areas. This was done by quantitative and qualitative comparisons of the outcome 'diversity of indicators' measured on multiple levels vis-a-vis the citizen participation elicited by each program. This study utilized both secondary data analysis and interview methods to obtain the data needed to construct the independent and dependent measures. The main finding was the emergence of trends in outcome measures when CIPs are grouped by certain individual and combinations of participation variables and compared to one another. The findings of this study indicate the need for more research on CIPs as manifestations of community power relations.Subjects--Topical Terms:
