Nowadays, the value of the philosophy of Total Quality to an organization has become significantly greater in importance with the recognition of the importance of quality. However, how to effectively structure, implement, and institutionalize a robust Quality Management System (QMS), which is an integrated system to manage and control the quality of every processes that directly or indirectly produce products or services, in order to achieve Total Quality still remains uncertain. Furthermore, inspired by Six Sigma's popularized triumphs at large organizations, such as Motorola, General Electric and Allied Signal, what are the unique characteristics possessed by Six Sigma that assist the reshaping of the quality culture in these giant corporations' conservative work environments? Despite these successes, there is limited literature addressing this issue. More specifically, none was found which dealt with constructing a framework that can facilitate small businesses to implement Six Sigma.

Hence, there are two major objectives of this research. The first objective is, from the perceptions of Six Sigma, to identify the critical success factors of quality system in small businesses environment. Then, based on the identified critical factors, the second research objective is to develop a framework for small businesses to adopt Six Sigma into their quality system. To accomplish these two objectives, this research is structured into a four-stage study: research model development, research instrument design, data collection, and data analysis stages

Also, by encompassing the factors and considering the characteristics of small businesses, a suitable mater deployment plan, an integrated infrastructure, and an applicable framework for Six Sigma implementation are developed and proposed
