The purpose of this dissertation was to develop a risk based site assessment protocol for evaluating numerous sites in the urban environment. For such a protocol to be successful it needs to be a robust, accurate and appropriate methodology. Further, it needs to identify and map potential contaminant content for variety of locations for a suite of potential land uses. What is required is a risk based protocol implemented upon land use objectives.

An iterative three stage protocol was experimentally applied to two scenarios based on contaminant behavior of random or systematic variation. The first stage of the protocol determined the risk limitations based upon the potential contaminants and land use objectives. During the second stage, the historical, spatial, contaminant and physical organization of the site were resolved. At the final stage, site survey objectives were based on the risk limitations from stage one and site characteristics from stage two. The goal was to apply the risk limitations with site specific knowledge to determine the behavior of the parameter of interest based upon the proposed land use(s).

The protocol successfully determined the risk limitations for the land use scenarios. The three staged framework of the protocol determined the assessment needs, site background and produced a product which allowed evaluation for specific land use objectives. The methodology provided a product where sample number and logistic constraints were reduced to a minimum while maintaining statistical accuracy. The protocol proved to be a flexible and accurate assessment tool needed for the urban environment.
