As the first national study on migration in Vietnam, this thesis provides the background for understanding the nature of the interrelationship among economic development, government policy, and individual migration behavior. In particular, the study focuses on interprovincial migration which predominantly involves long distances and is associated with changes in work place and other labor market attributes such as income and occupational status. In Vietnam, where regional development disparities are salient, focusing on interprovincial labor migration can more precisely capture the dynamic triangle of migration, market forces and institutional policy.

Contrary to general assumptions, the Vietnamese population is far from immobile. The study's main findings indicate that in Vietnam labor migration is highly selective of young male adults in mid twenties, the better educated and skilled. As in many Asian countries, population movement takes place not only to rural settlement areas but also to urban centers in Vietnam. Laborers migrated primarily in response to variations in provincial living standard, nonfarm job opportunities, and available resources. In this process, individual human capital background interacted with structural opportunities and constrains to produce the observed migration outcomes. The high skilled and better educated proved not only to be most mobile but also to migrate to urban centers where economic opportunities are most available.

The patterns observed have been assessed within the context of government policies in migration. The government's organized resettlement programs have not been able to encourage outmigration from densely populated provinces. In fact, there were substantial inmigration streams to such provinces. The policies were unable to attract labor to the new economic zones as intended. As observed in many other Asian countries, direct policy interventions designed to relocate labor and redistribute population seem to fail in Vietnam.

The study points to the importance of economic development in accounting for labor migration. As the government's direct interventions in migration weaken with the shift to intensive economic reforms, market forces will likely play an increasingly important role in individual migration behavior in Vietnam.
