With the deepening of economic reform and restructuring of state-owned enterprises, a massive number of Chinese workers has been laid off since 1993. This is one result of the transition from a planned economy to a market economy. Failure to solve, or at least reduce, this problem would produce barriers for China's future economic reform and development.

The paper then analyzes the leading causes of this problem, and reviews some measures the Chinese government has already taken. Finally, by examining several US workfare programs which emphasize job training, valuable ideas about coping with the lay-off problem in urban China are suggested.
