There is a well-established theory pertaining to congressional behavior that tells us that congressmen engage in activities (including roll call voting) that will benefit them electorally. Thus, this theory tells us that congressmen pay great attention to their constituency, who will ultimately decide whether to return them to office or eject them from office in place of someone else.

A large body of literature exists that has examined congressional behavior in light of this theory. This literature, however, has generally not focused on congressional behavior on foreign and defense policy because, for so long, Congress was thought to defer to the president on foreign and defense policy. This dissertation is an effort to shed some light on congressional behavior on foreign and defense policy from the perspective of this already well-established theory of congressional behavior. To provide greater clarity to this examination, foreign and defense policy is dissagregated into three categories: crisis, strategic and, structural, with the thinking that within each category of policy congressmen may pay more or less attention to their constituency.

The study finds that there are different influences on congressmen's vote choices across the three categories of foreign and defense policy. On strategic and crisis policy categories, institutional influences such as the party and a legislator's own ideology influence vote choice. On structural policy, institutional influences seem less important (with the exception of ideology) while constituency influences such as public opinion and parochialism seem to increase slightly in importance. Perhaps most interesting is the fact that across all policy categories the president seems to matter little to congressmen's decision making.
