This essay examines the selected issues regarding retirement behavior of older workers in the U.S. and Japan. Concerns include (1) how the declining labor force participation rate (LFPR) of older men is related to rapid technological progress in the U.S. and (2) how the retirement behavior of older men varies depending on institutional changes in Japan.Subjects--Topical Terms:

Chapter 2 investigates the relationship between technological progress and the decision to retire of older men of the U.S. The hypothesis is that rapid technological progress, as well as the increases in social security or private pension benefits, is related to the declining LFPR of older men. Using PSID 1973–92 surveys and other industry data, a static and dynamic discrete choice model was estimated with and without individual random effects. The estimation results support this hypothesis. That is, rapid technological progress has negative effects on the full-time and part-time employment status and therefore has positive effects on the probability of early retirement. According to the simulation results, the individual who is working in the industry where the TFP is large enough has approximately 10% higher retirement probability with other factors controlled.

Chapter 3 focuses attention on the retirement behavior of Japanese older men. Since Japan has the most rapid aging among developed countries, examining the behavior of older workers with respect to possible institutional changes such as public pension reform, changes in mandatory retirement age, and other factors should be of great value. Structural labor supply models were estimated to see how such institutional changes affect the labor supply of older men. The main simulation results include: (1) although 1994 public pension reform had a significant effect in raising the probability of full-time employment for older men, the public pension system still suppresses people's incentives to work, without which the probability of full-time employment would have increased by approximately 12%; and (2) if the eligibility age for receiving public pensions were raised from 60 to 65 as scheduled, one could expect about 14% increase in full-time employment in the age group 60–64.
