The implementation of family-centered practice has created challenges to early interventionists serving infants/toddlers and their families. Services provided by service coordinators are critical in reflecting the quality of implementation of family-centered practice. This study examined beliefs and use of family-centered practice from the perspectives of service coordinators. Two pairs of relationships were investigated: (1) the relationship between service coordinators' beliefs and use of family-centered practice and various programs they worked for; and (2) the relationship between service coordinators' beliefs and use of family-centered practice and the training and resource supports they had received. The descriptive information was obtained through the use of survey questionnaires and interviews. One hundred and two service coordinators completed the survey questionnaires and six of them were interviewed.

Findings of the study indicated that service coordinators from programs in different sizes (number of infants/toddlers enrolled and number of staff working in programs) significantly differed in their beliefs and use of family-centered practice, and that service coordinators who received extensive formal/informal training and resource supports were likely to indicate their strong beliefs and frequent use of some aspects of family-centered practice. The findings also indicated that service coordinators with different years of work experience with infants/toddlers significantly differed in their beliefs and use of family-centered practice. Although service coordinators in the study generally reported that they believed in family-centered practices and used them to provide services, a close examination about their beliefs and use suggested that they still used the child-focused approach, or at best provided services to address parents' concerns for their children, rather than emphasizing services that directly addressed parents' and family members' concerns and needs beyond the child's needs.

Implications and recommendations for supporting the implementation of family-centered practice advocated by the federal legislation were discussed. Strategies to expand available training resources and to establish specialized training programs both for early interventionists currently providing services in the field and for future early interventionist were explored.
