The purpose of this study was to develop a model for the development of volunteer ministry leaders currently serving Seventh-day Adventist churches in Papua New Guinea. Leadership has become a critical issue for the Church, due to its growth, requiring that greater attention be given to the development of the many volunteer pastors now caring for the Church's ever expanding membership.

A review of the development and growth of the church is provided, highlighting the various approaches that have been taken in leadership development in the Church's brief history. An overview of the cultural setting is given, with a particular focus on those aspects of culture relating to leadership. Primary research on learning styles and preferences is also reported.

Through an examination of Scripture, this study explores biblical leadership roles and styles in an attempt to establish a basic understanding of how leadership has developed in the Church and where the volunteer pastor fits. A theology of leadership development is also undertaken and its relationship to learning is explored. Since learning is at the heart of development, what the Bible says about learning, and the models it provides for learning, is helpful.

The final chapter presents a leadership development model that draws on cultural practice, biblical principles, and adult education theory. This model assists the volunteer leader in understanding their call to leadership, and helps them to develop their own plan for self development in fulfilling that call. As a result, the volunteer is equipped over time, and in a manner that is culturally sensitive and need-based. While this model has been developed to fit the situation of the volunteer serving Seventh-day Adventist churches in Papua New Guinea, the principles behind it have application to the wider work of leadership development in the church today.
