Recent vocational education funding issues challenge leaders who are information gatekeepers. To identify gatekeepers important to family and consumer sciences (FCS) programs, the study was conducted with these purposes: (1) to segment gatekeepers into clusters based on a self-reporting questionnaire; (2) to describe the cluster membership segments in: leadership attributes, attitude towards and knowledge of secondary family and consumer sciences (FCS)/home economics (HE) programs, political activity, and influence tactics; (3) to profile the cluster membership of groups of gatekeepers; and (4) to determine the demographic characteristics of each gatekeeper segment in terms of age, career experience, education, ethnicity, gender, job experience, and position title.

A random sample of 920 gatekeepers (U.S. legislators, state supervisors, Texas school counselors, and Texas secondary home economics teachers) received 114-item questionnaires. The response rate was 48%. Descriptive statistics, chi-square test, cluster analysis and ANOVA with post hoc comparisons were applied to the data. The gatekeepers were segmented into four distinctive clusters with a cross-section of members.

The High Achiever gatekeepers had the most positive attitude toward FCS programs, the highest knowledge of secondary FCS programs score, and the highest use of influence tactics. This cluster was composed of state supervisors at the state/federal level who were the oldest white females with the most years of career experience. The Low Performer gatekeepers reported the lowest scores on political activity, influence tactics, and leadership attributes. The cluster was composed of legislators and counselors at the local level who were the youngest males with the fewest years of career experience. The Active Political gatekeepers had the highest scores on political activity with the least positive attitude toward secondary FCS/HE programs. This cluster was composed of legislators at the state/federal level. The Strong Leader gatekeepers exhibited the highest leadership attributes, but had the lowest knowledge of secondary FCS/HE programs score. This cluster was composed of local teachers with more than expected minority members.
