The value people place on local amenities can be inferred from the combinations of wages and housing prices they accept in choosing where to work and live. This thesis integrates research from several fields of economics to quantify the amenity values implicit in wage and housing value differentials nationwide. It presents a structural hedonic model of simultaneous wage and housing value determination. The model identifies the direct effects that amenities have on both wages and housing prices, as well as the indirect effects that amenities have on wages via housing prices and on housing prices via wages. This identification facilitates the derivation of policy-scale specific welfare measures.

The model is estimated for both California and the United States using state of the art spatial econometric techniques from data spanning the rural-urban continuum constructed utilizing geographic information systems (GIS) technology. A couple of noteworthy results emerge. First, results fail to reject the primary assertion of this thesis—that wage and housing value determination are interdependent phenomena. Consistent amenity valuation thus requires a model of simultaneous wage and housing price determination. Second, public goods command higher premiums in metropolitan markets than they do non-metropolitan markets. Examples of how local amenity variations are capitalized into local housing price differentials, intercity amenity variations are capitalized into intercity wage and housing price differentials, and major air quality improvements attributable to California air quality regulation are capitalized into statewide wages and housing values demonstrate useful applications of the estimation performed.
