Managing delays on construction projects includes analyzing available information and the formulation of summaries that aid in decision making processes. In order to make more informed decisions, personnel and managers at construction sites need to provide useful information on construction delays. To meet this need a study was conducted to identify and quantify delays encountered on both domestic and international construction projects. The captured knowledge allowed for the documentation, for the very first time, of measures construction personnel take to rectify the fifty most frequently occurring type of delays on construction projects, and facilitated the classification of these delays along the lines of project, contract, and location related parameters.

The CDAS system assists in identifying and quantifying delays encountered on construction projects. It constitutes an interactive system for reviewing and recording the production of individual activities and for monitoring and reporting the overall status of a construction project. CDAS provides a consistent, detailed, and systematic analysis of progress, causes of delays, and corrective actions at any time during the life cycle of a project. The system imports project schedules from Project Management Software such as Open Plan and Primavera, documents schedule delays, and tracks historical information for the purpose of delay claims.

The CDAS computer program was developed under a grant from the National Science Foundation Industry participation in the research was provided by members of construction firms, owner organizations, engineering firms, and division offices of the U.S. Army Corps of Engineers and it was essential in formulating the knowledge of the system.

The major advantages of the CDAS program are the consistency it introduces into decision making processes, and the amount of time it reduces in gathering data for the dispute resolution process upon completion of a construction project. It is envisioned that the dynamic attributes of the system will enhance information processing and decision making in construction projects.
