Policy analysts struggle to make sense of the complex social programs that exist in the United States. This study asserts that because of its complexity, American federal social policy can best be understood when it is viewed through the multiple perspectives of public administration, political science and intergovernmental relations. This dissertation studies the development of American federal social policy through the first three stages of policy making: problem definition, development of solutions and the selection of solution alternatives to form a final, passable package.

The study formulates a complex, conceptual model drawn from administrative, political and intergovernmental theory. It analyzes how the varied participants define the problem(s) and find or create solutions to formulate the policy packages that are finally enacted into law. To test the model, the researcher developed five research questions and twenty-four hypotheses. The large number of questions and hypotheses were necessary to create a comprehensive understanding of the complex process used to develop American social policy. Some of the hypotheses are rhetorical formulations that may be considered self-evident. They were included to ensure the comprehensiveness of the model and to focus on facts that support or contradict it.

The research methods were an historical analysis of the development of the American child support system and an extensive case study of the 1996 child support reforms. By starting with an analytical history of child support policy development, it was possible to place the 1996 reform, the fourth in a series of major legislative enactments, in its policy context.

Viewing the policy development process from multiple perspectives made the process more comprehensible. Administrative science's decision making models add a needed structure to the model. Intergovernmental theory of American federalism, as overlapping circles of power relationships, explains the actions of participants from three branches and three levels of government. The study concludes that the effect of politics should be analyzed even when dealing with non-partisan issues.
