This research introduces a systems theory for decision making called “decision order theory.” Decision order theory is based on a new taxonomic classification system, which identifies all decision problems as either first, second, or third order. These three “decision” orders are theoretically defined as regions along a continuum from certain to uncertain. Using a customized measurement instrument based on the semantic differential technique, the three theoretical decision orders can be empirically defined. The measurement instrument is incorporated into a methodology designed to identify, measure, communicate, and target change in an organization's people. The methodology is demonstrated in an empirical field research study, where real world decision problems are semantically profiled to expose their underlying dimensions. Specifically, these “decision profiles” are used to evaluate the impact of a business war game exercise on a decision-maker's perceptions, and to identify the decision problem's taxonomic classification. By conducting both quantitative and qualitative analyses of these decision profiles, it is shown that a business war game exercise induces desirable changes along a-priori targeted decision dimensions. To complete the theory, a number of innovative constructs are crafted to guide the decision-maker from the classification of a decision problem's semantic profile, towards the appropriate evaluation techniques and actions.
