This book traces the events and developments that quickly discredited the Global War on Terror (GWOT), especially its failure to deal with the threat of global terrorism after the events of 11 September 2001. It examines the various strategies, including Global Counterinsurgency (GCOIN), which have been put forward as alternatives to the GWOT. While a consensus can be found on the key elements of a grand strategy, basedon the mistakes and failures in the GWOT, it is far from clear if any GCOIN strategy could work. In fact, the US pursuit of a grand strategy is probably a chimera.
