My thesis applies the theories of international management, knowledge tacitness, procedural justice, absorptive capacity, organizational structure, cultural differences, and knowledge transfer methods to analyze the multinational enterprise (MNE) intra-firm diffusion of information and communication technology (ICT) knowledge. The document consists of a theoretical conceptualization and two empirical studies that form the basis for three separate essays. The first essay creates an integrative theoretical model that incorporates mainstream international management thinking with added contributions from internalization theory, the sociology of technology, institutional theory, work on absorptive capacity, and work on procedural justice.

The first empirical study is the basis for the second essay and is quantitative in nature. The data were collected through a web based survey completed by eighty-six (86) key informants representing the most senior individual responsible for ICT in the Canadian subsidiaries of foreign owned MNEs. The questionnaire requested information on a recent corporate head office mandated ICT transfer. In the second essay, the integrative model postulated in the first essay is tested within the Canadian environment. The study found the presence of absorptive capacity did not have a significant effect on the effectiveness of ICT knowledge transfer and adoption on performance outcomes while procedural justice did have positive and significant results for subsidiary unit behaviours that support knowledge diffusion. In addition, the level of knowledge tacitness does reinforce the effect of procedural justice, but did not reinforce the effects of absorptive capacity either as a main effect or as an interaction. The empirical results are strongly supportive of the work of Kim and Mauborgne (1991, 1996 and 1998) on procedural justice; but the findings were not consistent with the work of Szulanski (1996) on absorptive capacity. Absorptive capacity was not found to be associated with more effective transfer and adoption, or is affected by and interacts with the level of knowledge tacitness.

The second empirical study is qualitative in nature employing an interview-based method and is the subject of the third essay. The rich descriptions from key informant interviews with senior managers in the Canadian subsidiary of foreign owned MNEs are analyzed to describe the context of mandated ICT transfers and, in particular, how the ICT knowledge was diffused. There was strong recognition, support, and surrendering acceptance for firms to globally standardize on ICT in support of creating economies of scope and scale to gain a comparative competitive advantage. A typology was created based on responses in the interviews on the topics of knowledge tacitness from the level of system embeddedness, absorptive capacity, procedural justice, and local adaptation. Firms were categorized as either adopting an "exploitive approach", a "pragmatic approach", or an "incremental adaptive approach". The typology is applied to suggested managerial actions to overcome barriers to knowledge transfer.
