In January 2002, President Bush signed into law the No Child Left Behind Act of 2001 (NCLB). With the passage of this legislation, public schools on the Navajo Reservation became accountable to the public for all students demonstrating proficiency on state academic standards. With unclear guidelines and limited resources, schools implemented plans for reaching the goals. Schools across the nation have reported numerous challenges in implementing NCLB.

This study addressed the following research question: What was the impact of the No Child Left Behind Act on New Mexico public schools on the Navajo Reservation? A qualitative analysis was used with data collected from semi-structured interviews of superintendents, curriculum and instruction directors, business managers, principals, and from a sample of convenience selection of teachers from two New Mexico schools on the Navajo Reservation in the Central Consolidated and Gallup McKinley County School Districts. Information regarding the impact of NCLB on curricular and instructional practices; the recruitment and retention of teachers; and, the financial resources required to meet NCLB assessment and accountability requirements were analyzed.

The findings of this study hold significant implications for federal, state and district decision-makers. They have documented the changes New Mexico public school districts on the Navajo Reservation have made in an effort to comply with the NCLB mandates. The findings of this study suggest that the major impacts of NCLB for New Mexico public schools on the Navajo Reservation were the increased accountability requirements, the unfairness in testing English Language Learners (ELL) and special needs children and inadequate funding to implement and carry out the mandates.
