This research project investigated the reliability and validity of a public speaking rating scale (Appendix A.1) developed by two English as a foreign language (EFL) educators in Japan (Yamashiro & Johnson, 1997). After presenting relevant research in the fields of language assessment, language education, student peer and self assessments, and speech communication which informed this study, the rationale for creating transparent instructional objectives (Wiggins, 1993) and the objectives-referenced (Genesee & Upshur, 1996), or criterion-referenced (Brown, 1996), rating scale will be discussed before examining the rating behavior of EFL teachers and their students as both peer and self evaluators of oral performance. Because the test setting is an important consideration in testing language for specific purposes (Douglas, 2000), an explanation of the educational context is included.

The main study investigates the construct validity of the EFL public speaking rating scale as measured by the three methods of assessment, namely, teacher, student peer, and student self assessment. Two pilot studies were conducted to investigate the reliability and the validity of the three traits---non-verbal delivery (nvd), verbal delivery (vd), and organization/purpose (op)---and the three rating methods by analyzing the multitrait-multimethod (MTMM) matrix (Buck, 1992; Campbell & Fiske, 1959; Henning, 1987). Similar to MTMM studies by Bachman and Palmer (1981, 1982, 1989), structural equation modeling (SEM) was used to investigate the construct validity of the EFL public speaking rating scale. Teacher, peer, and student self ratings on public speaking performances (N = 170) were collected by three teachers in seven elective EFL classes at two high-level Japanese universities, one private and one national public university. The data were analyzed by using a correlated uniqueness structural model having a second-order factor. The results of the MTMM analysis using SEM offer support to the construct validity of the three public speaking traits and the higher-order trait factor.

The findings suggest that students can make reliable and valid peer and self assessments and that EFL teachers, trained in TESOL (Teaching English to Speakers of Other Languages) curriculum and assessment, can develop reliable and valid instructional objectives-referenced tests that can withstand rigorous, sophisticated statistical analyses.
