After the deinstitutionalization of the mental hospitals in the 1970's, a large increase was seen in the number of mentally ill individuals in the criminal justice system. Prisons and jails have not been able to provide adequate treatment for this population, and the community has not able to effectively respond to the increase in the number of mentally ill needing services. This study examined the outcome of a 60-day program in Santa Clara County funded by the Mentally Ill Offender Crime Reduction Grant. The program, called Providing Assistance with Linkage to Services (PALS), provided intensive case management, linkage, and support for mentally ill offenders after their release from jail. Mentally ill offenders in local county jails were recruited for participation in this study. Those who agreed to participate were randomly assigned to either the PALS group or a treatment-as-usual (TAU) group. The study included 206 mentally ill offenders (106 in the PALS group and 100 in the TAU group), 142 males and 64 females, ages 18--64, with 4--20 years of education. The study found that the PALS group utilized more individual counseling during the 0--60 day and 61--180 day periods, but not after 181--360 day period. The results also indicated that the PALS group utilized more crisis stabilization services during the 6-month time period, but not at the other two time periods. The results for recidivism rates did not differ as a function of the treatment group at any of three time periods. Implications and limitations of the current findings are discussed.
