Thesis (M.S.)--University of Southern California, 1999.
The education system in Japan has undergone dramatic expansion and development. Education served as a driving force for the economic, social and cultural development of Japan; however, rapid social changes in recent years have greatly affected the education system. These changes have exposed a variety of problems and difficulties including a social climate which places too much value on educational background, excessive competition in entrance examinations, problematic behavior in young people and uniform, inflexible structures and methods of formal education. The Japanese Universities find themselves in the midst of these changing circumstances, including developments in education and research, shifting demands for human resources brought about by economic and societal changes, increases in college attendance and increased needs for lifelong learning. Furthermore, Japanese society increasingly demands that its universities become more sophisticated and diverse in nature. To respond to these demands, there is a constant need to promote university reform by upgrading, individualizing and activating the education and research that takes place.

To meet the social expectation and needs, institutions of higher education as a whole should promote each institution's diversification and individualization, take measures to secure the quality of graduates, establish more graduate schools in response to their increasing workloads, enhance international commonalities and assume institutions' social responsibilities. Each university should be expected to continuously make efforts to maintain and/or improve the quality of education and research, improve itself with friendly rivalry and develop its own distinctive features.
