This thesis asks and studies four questions: (1) How does the introduction of minimum wages re-shape the low wage markets of a low income country (using South Africa as a case); (2) What are the sources of this vast observed wage gap between Africans and Whites, and what are the factors that contribute to the shrinkage of the wage gap over these past 10 years since the collapse of Apartheid in South Africa; (3) Why is the rate of absence among health workers in Lao PDR lower compared to the rates reported from other developing countries, and what is the correlation with absenteeism; and (4) How does the delay in salary delivery impact health workers' behavior (using the case of Lao PDR).
