In deciding what to do, we assess the reasons we have for different courses of action and form an intention on the basis of those reasons. Our deliberation in such cases is structured by norms of rationality; the central ones tell us to take the means to our ends, to not intend incompatible states of affairs, and to not reconsider our intentions unless new considerations come to light. My thesis concerns the grounding of these norms: what is their justification and why are they binding on us?

I offer a pragmatic account of the foundation of these norms that avoids the usual worries of circularity and redundancy. In my theory, the norms of rational deliberation are dependent on their effectiveness and take into account the agent's psychology and environment. My theory stands in contrast to theories on which these norms are a priori, necessary, and universal for all agents. In the second part, I argue that for adult human agents, we should understand the ends with respect to which we measure effectiveness as given by our cares. It in our commitment to promoting the well-being of what we care for that grounds our commitment to deliberating rationally.
