Learning takes place in every social aspect and throughout peoples' lifetime. It can be divided into two major domains, the Educational Domain and the Learning Domain. In today's fast-changing socio-economic situations, governments around the world have to adjust their policies to meet their citizens' ever-changing needs in learning. Government expenditure, in one respect, reflects the changes in a society. For example, the government expenditures on education, public libraries and museums show the trends of changes in the systems of learning.
