Purpose of the Study. This study was designed to identify a set of evaluation criteria for Texas learning resources specialists (school librarians). Criteria were developed by groups representing the three members of an ideal evaluation team: principal, district library supervisor, and learning resources specialist. For the first time, computer competencies were considered in the set of possible criteria.

Procedure. Subjects were forty-two district library supervisors and their choice of fifty principals and seventy-eight librarians, at both elementary and secondary levels. Subjects rated forty-one state certification competencies for learning resources specialists, plus a set of six validated microcomputer competencies, on two scales: importance for evaluation, and subjects' ability to evaluate. Data were factor analyzed, and the resulting factors were examined using one way analysis of variance or t -tests.

Findings. Two predominant factors were identified from the analysis. The factors were given descriptive names representative of their content: Learning Resources Development (LRD) and Organization and Management (OM). The LRD factor included 12 tasks, most of which related to research or technological duties. The OM factor included four tasks, all of which can be described as "traditional" library functions including record keeping, collection development and reference service. All groups of subjects agreed that the LRD function was "less important" for evaluating school librarians' job performance. The OM function was conversely rated "more important". Though subjects rated LRD functions "less important", subjects also rated themselves "more capable to evaluate" librarians on those activities. Subjects were ambiguous about their ability to evaluate job performance on the OM functions.

Conclusions. The three groups of professionals comprising a model evaluation team validated only four items as important for evaluating job performance of school librarians. The four items included record keeping, materials selection, acquisition, and circulation. Those four items were also found to be "evaluatable" by subjects surveyed. Items rated as important for evaluation and "evaluatable" were considered useful as evaluation criteria. Using this methodology, job functions related to audio-visual services and computers could not be agreed upon as evaluation criteria.
