Burgeoning environmental crises in cities have sparked academic and practical inquiry into urban environmental issues. My review of academic literature and government and donor policies and publications reveals two weaknesses: (1) researchers depict cities homogeneously, failing to reveal intracity variations in their natural physical environment, land uses, historical development, and land ownership and (2) researchers poorly understand the relationship between socio-economic status and the types and magnitude of environmental harm both caused and felt.

To address these inadequacies, I devised a study to gather locationally and socio-economically disaggregated information from a sample of six Jakarta neighborhoods. I explored household and neighborhood interactions with the natural environment through water accessibility and management, domestic wastewater disposal, solid waste generation and management, air pollution, ambience, and natural hazards. To provide the context for analysis, I pieced together the social, political, economic, and environmental interplay in Jakarta in two ways: from the bottom-up--through household surveys, local government and community leader surveys, and observation of daily life; and from the top-down--through interviews with national and municipal government officials and urban development experts; government, consultant, and donor reports; and the work of relevant researchers.

I further shaped the analysis by defining both locational and socio-economic differences in Jakarta, which are then used as the basis to describe and analyze the urban neighborhood environment. I described household interactions with the natural environment and respondents' perceptions and aspirations regarding their environment, searching for patterns as location and socio-economic status varies; in my analysis I used a Chi-square test to search for independence of locational and socio-economic variables from 37 environmental variables and logistic regression to further search for explanatory relationships among these variables.

I found locational differences in environmental conditions significant and the awareness of conditions and desire for improvement evident across socio-economic levels, therefore pointing to the need for and feasibility of a more community-based urban environmental management. In conclusion, I identify explanatory variables and indications of causal pathways, critique past and current management practices, recommend improved urban environmental management, and suggest future research directions.
